CDCR CIRIS for Plumas Releases

California Incarcerated Records and Information Search, known as CIRIS, is the official CDCR search for people currently in California state-prison custody. The state service description says results can include name, CDCR number, age, current location, commitment counties, admission date, Board of Parole Hearings dates and outcomes, and parole eligible date month/year for incarcerated persons.

That limitation must stay clear. CIRIS does not replace Citizen RIMS for a Plumas jail booking. It becomes relevant when a Plumas County court case results in a state-prison commitment or when the jail release event was really a transfer to CDCR. If a person has discharged from CDCR, the public CIRIS search may not provide a complete release archive.

Search a Plumas CDCR Record

1. Open CDCR CIRIS.
2. Search by CDCR number when known. It is the strongest identifier.
3. If no number is known, search by name and try spelling variants, suffixes, or hyphenated forms.
4. Review current location, commitment county, admission date, parole eligible month/year, and BPH hearing data.
5. If the person is not found, use the CDCR Identification Unit or CDCR Public Records Portal for the next step.

For a recent Plumas transfer, allow for data delay. County records may show transfer before a state search fully updates.

CIRIS Date Limits

The research is careful about release dates. Plumas Citizen RIMS can expose an outDate or outTime field for a person who is still in current county custody. CDCR CIRIS, by contrast, is documented in official sources as showing a parole eligible date by month and year, plus Board of Parole Hearings dates and outcomes where applicable. Those are not the same field and should not be merged.

A parole eligible date is a timing marker for possible parole consideration. It is not a promise that the person will be released in that month. The actual release or discharge record may depend on sentence type, credits, parole review, court action, custody status, or later CDCR records. If a Plumas user needs a formal state release or discharge record, CIRIS is only the starting point. CDCR records and BPH or DAPO routes may be needed.

California Custody Credits

Release timing depends on the custody system. County jail credits are governed mainly by Penal Code section 4019 and related county-custody credit laws. State-prison worktime credit is governed by Penal Code section 2933. For violent felonies listed in Penal Code section 667.5(c), Penal Code section 2933.1 caps worktime credit at 15 percent. That is the source of the common "about 85 percent" phrase, but it is not universal.

Other state-prison release paths can involve BPH suitability hearings, youth offender parole, elderly parole, medical processes, resentencing, or nonviolent review. A no-match result in CIRIS should be read with the custody path in mind. The person may not have been sentenced to CDCR, may still be in Plumas County custody, may have been released locally, may be in federal or immigration custody, may have a name spelling issue, or may no longer be in current CDCR custody. CIRIS is not documented as a complete public archive of discharged state prisoners.

Use the court record to decide whether CDCR should be involved. If the Plumas Superior Court file shows a state-prison commitment, search again by CDCR number if available and allow for transfer timing. If the issue is search assistance, call the CDCR Identification Unit. If the issue is a formal release or discharge record, use the CDCR Public Records Portal and ask for the releasable state custody record tied to the person and commitment.

CDCR Is Not County Jail

CDCR custody begins after a state-prison commitment. It does not show every person booked into Plumas County jail, every person released on bail, or every person placed on county probation. A Plumas County jail release can be complete without any CDCR record if the case stayed local. Conversely, a person may be released from the Plumas jail because they were transported to CDCR and remain incarcerated at the state level.

That distinction prevents a common error. If the search goal is a Plumas booking and release time, use sheriff records and court records. If the search goal is current state-prison location, commitment county, parole eligibility, or BPH information, use CIRIS and CDCR records.
